Seminar on Goods and Service Tax

CII Thiruvananthapuram, with KPMG, as Knowledge Partners, has scheduled an half a day Seminar on Goods & Service Tax (GST): Recent Developments – Paving way for Introduction of Goods & Service Tax at 1430 hrs, 13th February 2012 at Vivanta by Taj, Thiruvananthapuram.

One of the biggest taxation reforms in India — the Goods and Service Tax (GST) — is all set to integrate State economies and boost overall growth. GST will create a single, unified Indian market to make the economy stronger. The implementation of GST will lead to the abolition of other taxes such as octroi, Central Sales Tax, State-level sales tax, entry tax, stamp duty, telecom license fees, turnover tax, tax on consumption or sale of electricity, taxes on transportation of goods and services, et cetera, thus avoiding multiple layers of taxation that currently exist in India.

It is estimated that India will gain $15 billion a year by implementing the Goods and Services Tax as it would promote exports, raise employment and boost growth. It will divide the tax burden equitably between manufacturing and services.

However, it is important to understand the preparedness of all the stakeholders with regard to transition to the GST regime.

The Seminar would cover the following key issues under GST –

1.    Goods & Service Tax – Milestone achieved so far:
a.    Discussion Paper on GST by the Empowered Committee of State Finance Ministers on GST;
b.    Report of the Task Force on GST set up by the 13th Finance Commission (MoF);
c.    Proposed Constitutional Amendments and reference to the Standing Committee of Parliament;
d.    Proposed Rates for CGST and SGST;
e.    Delegation of State Finance Ministers for study of GST in European countries;
f.     E-filing of tax returns and deposit of taxes both by Central as well as the States;
g.    Compensation to states for loss of revenue in initial years of implementation of GST.

2.    Introduction of Point of Taxation Rules, 2011
3.    Taxation of Services based on a negative list of Services – Concept paper for public debate.
4.    Way forward for Implementation of GST
5.    The seminar would bring the taxation specialists from KPMG to deliberate upon the key issues pertaining to GST.
